Strategic Plan Summary

(adopted December 21, 1998)

Mission Statement: The mission of Orion Township is to provide services and facilities which:

  • Enhance the quality of life

  • Promote a clean, safe environment

  • Preserve and maintain Orion's unique character

How the Strategic Plan Was Developed

As Orion Township has continued to grow, it has become apparent that there is a need for a comprehensive plan to guide the Township toward future goals. Early in 1998, the Township Board of Trustees began to examine available avenues for creating a Strategic Plan. On March 2, 1998, the Board authorized contracting with a professional facilitator to assist with the process. 

The Township Board set aside blocks of time to brainstorm and discuss what the Township’s needs are both for the present and for the future. Subsequently, proposed strategies were developed to accomplish the goals and objectives within reasonable time frames.  All work sessions were open to the public.  

By early November of 1998, a draft of the Strategic Plan had been prepared for distribution.  Copies were available at Township Hall for citizens to view and provide comments. 

After many months of preparation and review, the Strategic Plan was adopted by the Orion Township Board of Trustees at the Regular Meeting of December 21, 1998.  The Plan provides for on-going review and revision as the needs of the Township change in the future.

Goal I: Create A Sound Organizational Foundation

Objective A:   Update the Township Personnel Policy. 

Objective B:   Develop a Township Policy and Procedures Manual. 

Objective C:   Negotiate and sign contracts with employees Unions in a timely manner. 

Objective D:   Develop a Departmental Organizational Chart including department responsibilities, functions, staffing and compensation levels. 

Objective E:   Establish and review annually the Departmental Strategic Plans and integrate those plans with the Township Strategic Plan. 

Objective F:   Provide and review Police and Fire Services to the Orion Township community.  

Objective G:   Invest in on-going professional development of staff, Boards and Commissions. 

Objective H:   Develop tools to streamline and monitor the budgeting process.

Objective I:   Continue to implement Risk Management procedures.

Goal II: Develop A Comprehensive Planning & Implementation Process

Objective A:   Develop a Capital Improvement Plan. 

Objective B:   Update the Township Master Plan. 

Objective C:   Review, create, and enforce Ordinances. 

Objective D:   Provide for long-range budget planning. 

Objective E:   Implement the Thoroughfare and Safety Path Master Plans. 

Objective F:   Maintain and review the Township Strategic Plan.

Objective G:   Maintain and update the Recreational Master Plan. 

Objective H:   Review current services and services requested for the future to determine feasibility. 

Objective I:   Address inter-community and intra-community transportation issues. 

Objective J:   Address environmental issues that impact the quality of life in the Township of Orion.

Goal III: Promote Awareness & Purpose of Service of the Township

Objective A:   Develop and maintain multiple forms of communication between the Township and constituents. 

Objective B:   Utilize the diverse population base as a resource to represent the community on various committees.

Goal IV: Be Proactive Leaders in Networking with Other Communities

Objective A: Establish and maintain communication links with other outside agencies.

The complete Strategic Plan including all goals, objectives, strategies and target dates can be viewed in either the Supervisor's Office or the Clerk's Office during regular business hours of 8:30 a.m. to 4:30 p.m., Monday-Friday, or on-line.
